Can i just ask, what kind of mechanical support does Nobis give to the social and character driven elements of the game?

Hey Ben,
Nobis features an optional Reputation System that rewards players for performing exceptional deeds and role-playing. These rewards are a different kind of experience points that are spent on what can be described as a secondary class (criminal, performer, statesman, etc.). And these roles offer some mechanical bonuses.

It’s meant to be more of a tool to use during campaigns that lets you represent your character’s growing influence on the setting.
